Dakota Richards of Stanley had exited his car before Officer Winum could get out of his vehicle. Officer Winum died on the scene.

Police say Richards then ran into the nearby woods on foot.

The Virginia State Police Bureau of Criminal Investigation is investigating a line of duty death and subsequent fatal police-involved shooting.


He is 29 years old.

Officer D.J. Winum Shot Dead

News outlets reported Winum was shot by Dakota G. Richards, 29 before he could get out of his patrol vehicle. He was later pronounced dead at the scene.

Virginia State Police told news outlets Richards ran away but was later found hiding in a barn. The suspect reportedly made a “threatening movement” and was shot and killed by officers.

Officer Dominic “Nick” J. Winum, 48, was fatally shot in the town Friday afternoon, Stanley Police Chief Ryan Dean said in a statement.

It was unclear what led up to the traffic stop.

Winum had been with Stanley police since 2016, Dean stated. Before that, Virginia State Police said he had been a state trooper.

Dakota Richards Died

Richards died due to his injuries. His body will be sent to the Office of the Medical Examiner.

Police say no other responders were injured.

Police Report

Several police departments throughout the Shenandoah Valley, including the Rockingham County Sheriff’s Office, responded to the scene.

The Virginia State Police is leading the investigation. According to VSP, Winum served as a soldier until 2016. The shooting of an officer on Friday was the second incident in the Valley in four months.

In November, Rockingham County Deputy Sheriff Cpl. Patrick Tate, who works part-time for the Broadway Police Department, was shot four times during a traffic stop. He survived and continues to recover from his injuries.
